El Gobierno, por conducto del Ministerio de la Economía Nacional, hará una clasificación de las empresas cinematográficas existentes o que se establezcan en el país, y que deban ser consideradas como empresas colombianas, en la cual se tendrá en cuenta la importancia de los equipos, elementos y personal con que cuenten, la naturaleza del material que produzcan, la calidad técnica y artística del mismo y su capacidad mínima de producción, y que tengan, debidamente instalados, estudios propios y adecuados para la producción cinematográfica.
