El Gobierno Nacional dotará a los Departamentos de perforadores mecánicos para pozos artesianos en los centros ganaderos y agrícolas. El equipo completo será entregado a la respectiva Gobernación para facilitarlo sin cargo especial a los agricultores y ganaderos que lo soliciten.
