OPERACIONES DE CREDITO Y PRESUPUESTALES. El Gobierno Nacional hará las operaciones de crédito con el Banco de la República y las apropiaciones presupuestales correspondientes para cumplir con las obligaciones resultantes a favor de este último, en virtud de los derechos que éste le transfiere, según el contrato que para tal efecto se celebre.
