Artículo tercero. Las Intendencias y Comisarías pedirán a la Contraloría General de la República, o al auditor respectivo, la constitución de reservas globales en sus apropiaciones, a favor del Departamento Nacional de Provisiones, destinadas al servicio de material, de acuerdo con las prescripciones y procedimientos que determine la Contraloría.
