Declárase prescrita la pena o la acción criminal a que se hayan hecho acreedores los militares que al servicio del Gobierno o de la revolución hayan cometido delitos comunes o políticos en las últimas guerras civiles; en consecuencia, todos los individuos que estén sufriendo condena corporal o que se hallen en prisión preventiva por haber sido exceptuados de la prescripción concedida en la Ley 27 de 1907 , quedarán incluidos en el beneficio que dicha Ley otorgó.
