Autorizase al Gobierno para celebrar con cualquiera de los Departamentos contratos de construcción delegada de los aeródromos para sus capitales o para las ciudades que se acuerden dentro del programa señalado por esta Ley. Igualmente puede contratar tal construcción, ampliaciones y mejoras, con firmas de reconocida competencia técnica, y efectuar con ellas toda clase de operaciones en orden de llevar a la practica el plan ordenado en este estatuto legal.
