° El Ministerio de Hacienda y Crédito Público - Dirección General del Presupuesto, se abstendrá de tramitar y conceptuar solicitudes de modificación de los presupuestos de ingresos y gastos de los establecimientos públicos de que trata el presente Decreto, hasta tanto éstas no hayan dado cabal cumplimiento a lo ordenado por el mismo.
