La persona que presente una factura consular la firmará en presencia del respectivo funcionario consular. Quien firme una factura de esas a nombre de tercero, presentará un poder al efecto, conforme a los reglamentos prescritos por el Director General con la aprobación del Ministerio de Relaciones Exteriores.
