Los Jueces de Circuito que en la actualidad funcionan en los sitios donde existen las Cárceles eliminadas, designarán los presos que deban trasladarse a las Cárceles no eliminadas o creadas, de acuerdo con la nueva división territorial judicial y con las normas, de la competencia en materia penal.
