Art. 148. No pueden ser elegidos Senadores, Representantes, Diputados a las Asambleas departamentales ni Electores en el Departamento que ejercen ó hayan ejercido sus funciones, los Individuos que el día de las votaciones desempeñaren o hubieren desempeñado en los tres meses anteriores a éstas los empleos de Secretario de Gobernador de Departamento, Magistrado y Fiscal de Tribunal de Distrito, Juez superior de Distrito Judicial, Jefe del Ejército con jurisdicción o mando en el Departamento, ó cualquier otro empleo nacional o departamental con jurisdicción ó autoridad civil, política o militar en un Distrito electoral del Departamento por lo menos.
