Las obras cuyos planes y proyectos adopte una Asociación de Municipios se tendrán, para todos los efectos legales, como de utilidad pública y de beneficio común; por ende, serán susceptibles de la contribución de valorización y del procedimiento de expropiación, conforme a los preceptos legales correspondientes. Las Asociaciones de Municipios tendrán derecho a la asistencia técnica y económica de la Nación, de los Departamentos y de las entidades descentralizadas.
