A fin de que no se retarde la ejecución de las obras que se emprendan con este fin, autorizase al Gobierno para abrir créditos administrativos y para arbitrar recursos por medio de empréstitos. En su defecto, el Municipio de Pasto podrá conseguir los empréstitos a que diere lugar, los cuales garantizara el Gobierno en las cuantías a que esta Ley se refiere.
