Auxíliese al Municipio de Betulia, en el Departamento de Antioquia, por una sola vez, con diez mil pesos ($10.000.00). Esta suma se invertirá en la reparación de su planta eléctrica y en las obras de defensa de la población contra las avenidas de la quebrada Buenavista.

La partida anterior se incluirá en el próximo Presupuesto, y caso de que no se incluyere, el Gobierno queda ampliamente facultado para abrir los créditos indispensables.
