Art. 2.° Queda autorizado el Poder Ejecutivo para resolver todas las dudas i allanar las dificultades que se presenten en el planteamiento i desarrollo de la empresa, siempre que sus resoluciones no alteren sustancialmente ninguna de 1as cláusulas establecidas en este contrato, ni en el contrato primitivo, ni se impongan nuevas obligaciones a la Nacion.
