Programas y proyectos de inversión e incorporación al presupuesto. Los programas y proyectos de inversión podrán presentarse y ejecutarse en cualquier tiempo, con independencia de que los mismos se hubieran incorporado en el presupuesto inicial aprobado, siempre y cuando existan las disponibilidades financieras y cuenten con la correspondiente aprobación del Consejo Directivo.
