Art. 4.° El Gobierno podrá contratar en los Estados Unidos de América, ó en Europa, por conducto de un Empleado Diplomático ó Consular de la República, una ó más personas competentes que bajo su dirección organicen el referido cuerpo de Policía y acciones convenientemente á sus miembros.
