El artículo 12 de la Ley 28 de 1979 quedará así: "El Consejo Nacional Electoral tendrá a su cargo la suprema inspección y vigilancia de la organización electoral y en el ejercicio de estas atribuciones cumplirá las funciones que le asignen las leyes y expedirá las medidas necesarias para el debido cumplimiento de éstas y de los decretos que las reglamenten".
