Art. 2º En consecuencia, por el presente Decreto se derogan todas las autorizaciones en contrario, dadas á los Gobernadores, Jefes Civiles y Militares de los Departamentos, y todas las órdenes y resoluciones dictadas por cualesquiera autoridades civiles y militares que de algún modo sean contrarias al espíritu del presente Decreto. Comuníquese y publíquese.
