Disposición general. En el concurso público podrán participar todas las empresas interesadas en prestar el servicio público de transporte, con el lleno de los requisitos establecidos en los términos de referencia que previamente fije la autoridad competente. En todo caso será supuesto necesario establecer dentro de los factores a evaluar, las condiciones de organización, técnicas y operativas de la empresa.
