La Nación, los departamentos y los municipios podrán contratar con entidades privadas, nacionales o extranjeras, la ejecución de obras públicas, así como su mantenimiento y adecuación, mediante la concesión de peajes o comprometiendo hasta un 80% de los recursos que por contribución de valorización generen tales obras.
