Art. 1.° Hay dos clases de elecciones populares: directas e indirectas.

Las directas tienen lugar cuando se trata de elegir Concejeros municipales, Diputados o las Asambleas Departamentales, Representantes al Congreso y Electores; las indirectas, cuando se trata de elegir Senadores y Presidente y Vicepresidente de la República.
