Los recursos del Fondo Especial no podrán, en ningún caso, destinarse para cubrir, directa o indirectamente, gastos ordinarios de funcionamiento de cualquier entidad interesada en el desarrollo del proyecto al cual hayan sido asignados. En caso de hacerse, la Junta Directiva de Ecogas ordenará la suspensión de los aportes pendientes y se procederá a hacer efectivas las garantías que se hubieren constituido; también se exigirá la restitución de los recursos entregados y no ejecutados, con los rendimientos respectivos.
