Los artículos 31 32 del Acuerdo número 038 de 1972, se fusionarán así:

Artículo 31. El Instituto tendrá un Director que será de libre nombramiento y remoción del Presidente de 1a República.

Parágrafo

Para ser Director del Instituto se requiere tener grado universitario en una Carrera de educación, de ciencias sociales o de humanidades, y tener una experiencia de por lo menos cinco años de cargos; directivos, en el campo de investigación educativa o social y de administración educativa o de capacitación.
