Certificado contratista ejecutor. Cuando el donante ejecutor o la entidad ejecutora subcontrate con terceros la ejecución, total o parcial de los fondos provenientes de auxilios o donaciones destinados a los programas de utilidad común, el subcontratista se denominará "contratista ejecutor". Para el efecto el donante ejecutor o la entidad ejecutora deberá expedir un certificado en el que conste tal situación, en los términos y condiciones que se establecen en el artículo 1.3.1.9.10 del presente Decreto.
