Autorízase el traslado de los montos presupuestales que se determinen por las Ordenanzas de la Asamblea Departamental de Antioquia y los Acuerdos del Concejo Municipal de Envigado para garantizar el funcionamiento del Parque Cultural Otraparte, de los recaudos que se obtengan por la estampilla procultura, creada por la Ley 397 de 1997 y modificada por la Ley 666 de 2001 .
