º Los envíos de correspondencia procedentes del exterior desde su ingreso al territorio nacional se consideran incluidos dentro del servicio de correo a cargo exclusivo del Estado y en consecuencia estarán rodeadas de todas las garantías que el Estado brinda a los del régimen interno y sometidos al cumplimiento de las normas postales.
