Articulo 13. Las Universidades administrarán de conformidad con el régimen de autonomía que consagra el presente Decreto, todos los aportes oficiales que reciban para el cumplimiento de su misión. La Contraloría General de la Republica establecerá un régimen de fiscalización, posterior a los gastos, para los auxilios que reciban las Universidades de las entidades públicas.
