Expedición . El Ministerio de Transporte expedirá la tarjeta de operación únicamente a los vehículos legalmente administrados por las empresas debidamente habilitadas para la prestación del Servicio Público de Transporte Terrestre Automotor Especial, de acuerdo con la capacidad transportadora fijada según su plan de rodamiento, soportado en los contratos de prestación del servicio.
