Las instituciones de beneficencia y asistencia pública instalaran bajo su dirección y dependencia colonias agrícolas y talleres industriales para obligar a que trabajen en ellos las personas que se hallen bajo su cuidado y que a juicio de los facultativos del respectivo establecimiento sean físicamente capaces sin detrimento de su propia salud y sin peligro de contagio para los demás.
