Art. 118. No podrán ser nombrados para destinos de manejo de caudales nacionales los que estén alcanzados en sus cuentas, aunque los alcances hayan sido condonados ó declarados prescritos; tampoco podrán ser nombrados los que no hayan rendido sus cuentas como empleados de manejo en épocas anteriores, aunque de esa responsabilidad hayan sido eximidos.
