Para que haya unidad en la labor del Ministerio, los Jefes de los Departamentos y Secciones independientes se entenderán entre sí, estudiando de común acuerdo los diferentes negocios, cuando éstos tengan relación, lo que harán antes de someterlos a la decisión y firma del Ministro; trabajos que en este caso pueden ser comunes a dos o más Departamentos.
