Art. 5°. La misma Junta i las subalternas de que trata el artículo 3.° del decreto número 469 citado, acordarán i procurarán por medio de las autoridades ejecutivas del Estado las providencia convenientes para la seguridad de los traficantes de víveres, mantener espedito el comercio entre las poblaciones i evitar todo lo que pueda retraer a los negociantes en víveres de continuar en sus trabajos con independencia i seguridad.
