Art. 2º. El Poder ejecutivo podrá igualmente beneficiar las minas de carbón de propiedad particular que estén ubicadas en los términos de las que habla el artículo anterior, celebrando al efecto, con los respectivos propietarios, los contratos convenientes que también serán sometidos a la aprobación del Congreso
