El contrato de arrendamiento entre el Ministerio de Comercio Exterior, por una parte, y el usuario-operador, por la otra, se suscribirá una vez expedida la resolución de selección de éste y de declaratoria de la zona franca, pero su vigencia comenzará en la fecha de suscripción del acta de liquidación del establecimiento público respectivo.
