En el caso de que una vez realizada las urgentes obras de defensa a que se refiere el Artículo 1o. de la presente Ley, quedare algún excedente del auxilio que se vota, tal excedente se destinará especialmente a obras de beneficencia y de educación en el mismo Municipio de Génova.
