Cuando los establecimientos públicos del orden nacional requieran liquidez para atender sus compromisos de gasto, deberán liquidar, en primer lugar, sus inversiones distintas de TES, constituidas al 31 de marzo de 1995, hasta agotarlas; luego, los TES, Clase "B", suscritos con anterioridad al 6 de marzo de 1995, así mismo hasta su liquidación total; y, finalmente, los TES, Clase "B", expedidos con posterioridad a esta fecha.
