La Comisión de Servicio Civil presentará al Gobierno las conclusiones de los estudios verificados en ejercicio de las funciones que le confiere el artículo 5º. de la Ley, para que, si el Gobierno lo estima conveniente, las adopte. Para tal efecto, se inviste al Presidente de la República de facultades extraordinarias hasta el 20 de julio de 1949.
