Salvo el caso contemplado en los artículos 11 y 18 de esta ley, los ejidos rurales formados en tierras fértiles y cultivables no podrán ser vendidos por los municipios correspondientes en ningún caso a menos que con el crecimiento de las ciudades lleguen a convertirse en urbanos.
