Art. 1° El Gobierno podrá arrendar en licitación pública, hasta por el término de quince años, las minas de Muzo y Coscuez, Supía y Marmato, Santa Ana y la Manta, la Renta de pesca de perlas, corales, esponjas y algas marinas establecida por Decreto legislativo 253, de esta misma fecha, y las propiedades rurales de la Nación, excepto los terrenos baldíos.
