QuÓrum. La Comisión Consultiva de Alto Nivel sesionará con la mitad más uno de los representantes de las comunidades negras, afrocolombianas, raizales y palenqueras, y con la presencia del Ministerio del Interior más la mitad más una de las entidades públicas que hagan parte y tengan relación con el orden del día y el objeto de la sesión. Las decisiones se tomarán por consenso o con el voto de la mitad más uno de los miembros asistentes, de cada parte.
