Con el fin de facilitar los procesos de saneamiento de pasivos, las Empresas Sociales del Estado que hayan adoptado programas de saneamiento fiscal y financiero en virtud de lo dispuesto en la presente ley, que tengan suscrito o suscriban programas o convenios de desempeño en virtud de lo establecido en la Ley 715 de 2001 o estén intervenidas por la Superintendencia Nacional de Salud, podrán iniciar simultáneamente o en cualquier momento durante la vigencia de los mismos, la promoción de acuerdos de reestructuración de pasivos de que tratan las Leyes 550 de 1999 y 1116 de 2006 y demás normas que las modifiquen, adicionen o sustituyan.
