Si en la discusión de la ley de apropiaciones se eliminare o disminuyere alguna o algunas de las partidas del proyecto respectivo, el Congreso podrá, de acuerdo con el Gobierno, reemplazarla o reemplazarlas por otra u otras autorizadas por leyes preexistentes, cuya cuantía no exceda a las que ha rechazado o disminuido.
