Art. 4.° En atención á que en los precios fijados se ha aumentado, sobre los que corrían el día de la expropiación en los diferentes lugares, la suma de diez centavos por arroba, el Gobierno no reconocerá el interés de 12 por 100 anual que se fijó en el artículo 2.° del decreto número 261 de 23 de Marzo último, pues, además del aumento indicado el pago se hará no en especie sino en dinero, y en término mucho más corto del fijado anteriormente.
