Anualmente, el Gobierno Nacional promoverá conjuntamente con las entidades sindicales y sociales vinculadas con los medios de comunicación, actividades alusivas y reivindicatorias del derecho humano a la libertad de expresión, opinión e información.

Parágrafo

Anualmente el Ministerio de Educación Nacional agenciará, el día 13 de agosto en las instituciones de educación la programación de foros, conferencias, talleres, charlas, seminarios, etc., relacionados con la libertad de expresión e información.
