El presente decreto rige a partir del primero (1º) de marzo del año 2000 y deroga todas las disposiciones que sean contrarias y en especial el artículo 43 del Decreto 2076 de 1992, el Decreto 621 de 1993, la Resolución 15 de 1996 del Consejo Superior de Comercio Exterior y subroga el artículo 23 del Decreto 380 de 1996.
