Art. 4°. El 24 de cada mes se sacarán a licitacion $ 50.000 en libranzas para amortizar con ellas vales de 2ª clase, siempre que los proponentes consignen, en dinero efectivo, el doble del valor de sus propuestas, recibiendo en libranzas el dinero del préstamo i el valor de su propuesta.
