El comisariato, de acuerdo con la junta de que trata el artículo 16, podrá recargar el valor de los artículos que venda hasta por un monto 5 al 10% , con el objeto de cubrirse de las pérdidas por deterioro u otras causas , y de preparar la formación de un fondo que permita atender en lo futuro a sus propios gastos de administración.
