Art 2.° No podrá concederse licencia por un término que exceda de tres años. Las licencias concedidas untes de la publicación del presento decreto, que no tengan fijado tiempo, se entenderán limitadas a tres años, si les falta al menos un año para cumplir o este término ; si les falta menos, se estenderán por un año mas.
