Dentro de las reglas que se fijan este decreto, el Director de cada Establecimiento Carcelarios determinara el horario respectivo, de acuerdo con las circunstancias y condiciones de la región, teniendo cuidado de distribuir de una manera adecuada las horas que se destinan al trabajo y las que se dediquen a la enseñanza o instrucción de los detenidos o condenados.
