° La Administración Postal Nacional, creada por Decreto no. 3267 de 1963 dejará de ser un establecimiento público descentralizado y entrará a formar parte de la empresa Nacional de Telecomunicaciones, la cual ejercerá, además, las funciones previstas en los artículos 12 y 13 del mencionado decreto.
